A clash between the remits of Creative Scotland and Scottish Enterprise is leading to serious problems for the Scottish film industry, a new report has found. The report, produced following an inquiry by the Economy, Energy and Tourism Committee, says that Scotland is lagging behind its competitors as a result and recommends that the government take urgent action to resolve the matter. It has also urged immediate action on plans to build a film studio in Scotland.

Creative Scotland was recently given access to new funding and issued a new ten year plan, but the inquiry found that there is still a problem with inadequate strategic planning. It also stressed the importance of investing in local talent rather than in productions which use Scotland as a base before leaving again.

The report comes as Cabinet Secretary for Culture, Europe and External Affairs Fiona Hyslop is preparing to travel to Los Angeles to meet film studio executives as part of Scotland Week. She is seeking further Hollywood investment in the Scottish industry and said "Scotland is already widely recognised for our world-class talent, crews, facilities and breath-taking locations, and the Scottish Government and its agencies are committed to working together to continue to create and nurture the conditions that will support our industry to flourish. "

Creative Scotland says it welcomes the committee's findings and will consider them carefully.
